Bhubaneswar: The Odisha government has announced plans to develop an 870-acre Silicon Valley hub at Naraj in Cuttack to attract semiconductor, electronics, information technology and allied industries to the state.

Chief Minister Mohan Charan Majhi announced the proposed technology hub at SEMICON India 2026 in New Delhi, outlining the state’s plans to create an integrated ecosystem for semiconductor and technology-related investments.

The proposed Odisha Silicon Valley at Naraj is expected to bring together semiconductor manufacturing, electronics, IT projects, equipment and materials, along with supporting supply-chain and research activities.

Naraj to emerge as a technology and semiconductor hub

According to the state government, Naraj’s location offers connectivity to the Cuttack-Bhubaneswar urban corridor, national highways and major ports, including Paradip and Dhamra. The availability of industrial infrastructure and access to water resources has also been highlighted as an advantage for technology and manufacturing projects.

The proposed development is aimed at creating a larger ecosystem rather than focusing on a single semiconductor facility. It could include companies involved in semiconductor materials, equipment, electronics manufacturing, research and development, logistics and related services.

Odisha announces additional incentives

The Odisha government has also announced an additional 25 per cent fiscal support for projects approved under the India Semiconductor Mission that involve semiconductor equipment, semiconductor-grade gases, raw materials and other parts of the semiconductor supply chain.

The state is also offering incentives related to engineering relocation, skill development, internships, patents and research and development as part of its broader effort to attract technology investments.

₹23,600 crore investment proposals announced

During SEMICON India 2026, Odisha said it received investment proposals worth around ₹23,600 crore, with the proposed projects potentially generating about 6,100 jobs.

The state also signed a Letter of Intent with QuadQuantum for a facility to manufacture silicon-carbide substrate wafers.

The latest announcement adds to Odisha’s growing semiconductor ambitions. Earlier in 2026, the foundation stone was laid at Bhubaneswar’s Infovalley for an advanced 3D semiconductor packaging facility, according to the Government of India.

Odisha’s semiconductor push

With the proposed Naraj Silicon Valley, Odisha is seeking to build a wider technology ecosystem covering semiconductors, electronics, IT and associated industries.

The success of the project will depend on the implementation of the planned infrastructure, investment commitments and the ability to attract companies across different stages of the semiconductor and technology supply chain.

The 870-acre Naraj project therefore represents a significant component of Odisha’s strategy to expand its presence in India’s growing semiconductor and electronics manufacturing sector.
